Phillips told to end policy sales

The state of Colorado ordered the Rev. Acen Phillips and his American Church United on Friday to stop selling insurance.

The Colorado Division of Insurance issued the 21-page cease and desist order because Phillips and ACU were not licensed to sell policies, according to insurance commissioner Marcy Morrison.

"Keep me in your prayers," Phillips said Friday when asked for comment.

He referred questions to his attorney, Gary Lozow. Lozow did not return a call for comment.

Despite Friday's enforcement action, people such as Jade Bozmans, who filed a complaint with the insurance commissioner over a Phillips' policy, may be left with nothing but disputed claim papers.

"(The insurance company) AIG will probably get their money back, but the little people, we lose out," Bozmans said. "It would be good if AIG would be a good citizen and still honor those claims."

Phillips and American Church United are not required to pay fines or restitution unless the order is now violated, said insurance commission spokeswoman Julie Hoerner.

The Colorado Division of Insurance findings are similar to allegations in a lawsuit filed earlier this month by the AIG Life Insurance Co., which had contracted with Phillips.

The Colorado attorney general continues to investigate Phillips. The attorney general's office previously indicated it had investigated one particular claim - that of Shely Lowe, a one-time person of interest in the case of 6-year-old Aurora girl Aarone Thompson. Police believe Aarone was murdered.

Attorney general spokesman Nate Strauch said Friday his office is looking beyond the Lowe case and "investigating all of Acen Phillips' insurance practices."

The Division of Insurance filing recounts how Phillips went to AIG requesting a group life policy for American Church United employees and ministers whose churches were members of the ACU organization.

But Phillips and ACU, it is alleged, solicited people throughout the community and on the Internet to sign up. And documents indicated that ACU - which lists the same address as Phillips' Aurora home - falsely claimed to have 258 full-time employees.
