Civilian case against Army recruiter is dropped

The civilian case against an Army recruiter accused of using the rape drug in an alleged attack on a woman he was helping to recruit has been dropped and Sgt. Louis Chapa has been reassigned to Denver, according to a CBS 4 News report.
Chapa, 27, was arrested on Valentine's Day. Authorities believe that the alleged rape occurred in the woman's home in unincorporated Morgan County on Feb. 3.
According to documents in the case, investigators said that Chapa was wearing his Army recruiting uniform and driving a marked Army car when he picked up the alleged victim at her home and took her to Cable's Pub in Fort Morgan.
Chapa allegedly bought the woman beers to celebrate her enlistment and allegedly asked the victim if she knew about "date rape drugs."
The woman told investigators she became sleepy on the way back to her house and that when they arrived at her home, the recruiter offered her a massage.
The woman, who is in her 20s, says she woke up twice to find Chapa having intercourse with her. The arrest warrant says the victim could not verbally or physically resist because of her diminished capacity.
The Army is investigating the case, and Chapa could face a court-martial. He has been assigned to a desk job with no public contact. Before his transfer to Denver, Chapa had worked in Evans for six months and was stationed in Germany before that assignment.
