Starvation report due today

The Colorado Department of Human Services is expected to release its findings today in the starvation death of Chandler Grafner.

The 7-year-old boy weighed only 30 pounds when he died.

Jon Phillips, 26, and Sarah Berry, 21, face murder charges in the death of the boy, who was kept in a linen closet where police said he was forced to sleep, eat and go to the bathroom.

Phillips got custody of the boy in January after social services officials intervened, citing problems with the care he received from his mother. He was not related to Chandler, but was considered his "psychological father."

The boy had been withdrawn from public school for home-schooling and hadn’t been seen outside the apartment where he died for almost a month.

The case has raised concerns about he responsiveness of the social service system. Teachers at Chandler’s school have said they reported concerns about the boy’s frequent absences and other possible signs of abuse.

The state human services department has conducted its own investigation and reviewed responses from county social services agencies that were involved with the Grafner family in several locations.
